What's Changing?

We're implementing a phased approach, with the first changes coming in Docket 2025-1. Here's a summary:

  • Standardized density scale for LTL freight with no handling, stowability, and liability issues.
  • Unique identifiers for freight with special handling, stowability, or liability needs.
  • Condensed and modernized commodity listings.
  • Improved usability of the ClassIT classification tool.

Review Docket 2025-1

The 2025-1 Docket is now released and contains significant changes to the NMFC. Click the link via the button below to view the docket on the Public Docket Files page.

As an LTL industry professional, it is essential you review the docket below to prepare for these proposed changes by the go-live date: July 19, 2025. Incorrectly classifying freight with incorrect NMFC classification codes can result in higher costs to you and your business.

Submit Your Feedback

Feedback for Docket 2025-1 can be submitted one of three ways:

Option 1: Complete the online submission form; or

Option 2: Send your feedback via email to fcdc@nmfta.org; or

Option 3: Submit your feedback via postal mail.

Feedback submitted via mail, email or form must be received by the FCDC no later than 5:00 pm ET, Tuesday, February 25, 2025.


What to Include in Feedback

Feedback should include pertinent information relating to the transportation characteristics—density, handling, stowability, and liability—of the product(s) involved, or relevant to packaging materials or methods in connection with proposed packaging amendments.

Attend the Public Meeting

If interested, you are invited to attend the FCDC meeting on March 3, 2025. The meeting will be held at the Sheraton Sand Key Resort in Clearwater Beach, Florida, commencing at 1:00 pm ET. If you wish to schedule an appearance at the meeting, please complete the "Intent to Attend" form below.

The NMFTA is reimagining the NMFC and docket 2025-1 will be focused on standardizing the evaluation of all commodities when density is the primary transportation characteristic.

The strategy for 2025-1 is:
  1. Expand FCDC 11-subprovision density progression to 13 – subs by adding classes 50 and 55. This will affect all current items that are already at full density.
  2. Make all items with modified density breaks but NO handling, stowability and liability issues 13 – sub full density items.
  3. Make single class items with NO handling, stowability and liability issues 13 – sub full density items.
  4. Make sub provision items with multiple classes and NO handling, stowability and liability issues 13 – sub full density items.

Please note that the items on the attached list are currently under review and do not constitute an official docket. The inclusion of these items in the 2025-1 docket will be determined upon review by the NMFTA. Importantly, the NMFTA will not release or discuss the specific plan for any item on this list prior to the release of the 2025-1 docket. This list is provided so that interested parties can analyze how the proposed changes may affect them once the 2025-1 docket goes into effect on Saturday, July 19th. It is not meant to be a comprehensive list of all items in the NMFC. Once the 2025-1 docket is released, we will welcome feedback through our normal channels.

The ultimate impact on shipping times and costs is difficult to predict at this stage. However, the NMFTA hopes that a more efficient classification system will allow for more precise rates based on actual shipment characteristics.

What happens after Docket 2025-1?

The NMFTA will continue to refine the NMFC system in future dockets. They will focus on freight with specific handling, stowability or liability needs and assign classes based on those unique characteristics.

Will the ClassIT tool be updated?

The ClassIT product will be completely rewritten and relaunched. More information on these improvements will be available closer to the implementation date.
